  1. To participate in formulation of long term strategic objectives of economic and social development that are consistent with available resources and potentials of economic sectors and various planning regions.

  2. To take part in preparing the Five Year Plans in terms of formulating objectives and policies and ensure their conformity with the long term development strategy and the Vision for Oman’s Economy: Oman 2020.

  1. To coordinate and prepare the macro plans documents and ensure their articulation, integration and equilibrium of their overall and partial contents and consistence with the macro, sectoral and regional objectives.

  2. Preparation of studies, research and reports that support the preparation processes of the Development Plans. Reviewing consultancy reports and studies prepared by other organizations, whether local or foreign, within the Directorate’s jurisdiction. To participate in preparing analysis and evaluation studies of the investment programmes and projects of macro style.

  3. Construct and supplement the main planning models, in cooperation with the concerned authorities inside and out side the Ministry. To continuously update the data of the models as per the developments and actual results of public finance and the performance of different sectors. These models include of the following:

  • Macroeconomic Model

  • Public Finance Model

  • Balance of Payments Model 

  • Employment Model

  • Cash Flows Model

  1. To construct secondary models for some important activities and sectors so as to prepare their detailed plans and develop the main Models mentioned above.

  2. Prepare projections for the basic economic variables on the macro-economy level, using economic modeling as well as other advanced techniques, in order to use them in the development planning process and amend them if necessary.

  3. Follow up the implementation of policies and mechanisms approved for realizing the vision for Oman’s economy. To conduct regular evaluation of such policies and mechanisms in order to determine difficulties and constraints that they face and suggest alternative policies and mechanisms hat enable achieving sustainable development and growth  in coordination with  the concerned authorities.

  4.  Prepare periodic reports (annual and six monthly) for monitoring and evaluating the implementation of development plans and to suggest approaches for improvement of economic performance.

  5. Prepare the Annual Development Budget proposal, in coordination with the other civil ministries, and to formulate regular reports for follow-up and evaluation of approved investments implementation.

  6. To formulate technical memoranda on the issues relevant to development and planning affairs, and provide the research base necessary for formulation of policies and plans related to development issues.

  7. To propose necessary measures and means for upgrading the development planning methodology at macro, sectoral and regional levels. To follow-up the recent advances in the fields of economic models and suggest the indicators and criteria necessary for upgrading the planning process.
